Federal Stimulus Package
Includes $2 billion for child care assistance to low-income families, which will help provide child care services for an additional 300,000 children while their parents go to work. This is good news! But we must make sure these funds stay in the recovery package as the House prepares to vote in the coming days and weeks.

NCSL Examines State Budget Actions toward Early Childhood Education Programs in FY 2009
The National Conference of State Legislatures new report “Early Care and Education
State Budget Actions FY 2009” summarizes budget actions states took last year for early childhood programs. The report finds that, over all, states increased spending for early care and education programs in FY 2009 by $651 million. As the data was gathered in the spring of 2008, it does not however reflect budget realities faced by states since the economic downturn.

National Trends
According to the National Conference of State Legislatures, nearly every state faced budget problems in FY 2009 and that trend will continue for FY 2010 as revenues continue to slide, forcing more cuts to services and programs.

The Early Learning Challenge Fund
“And we should raise the bar when it comes to early learning programs...Today, some early learning programs are excellent. Some are mediocre. And some are wasting what studies show are – by far – a child’s most formative years. That’s why I have issued a challenge to America’s governors: if you match the success of states like Pennsylvania and develop and effective model for early learning; if you focus reform on standards and results in early learning programs; if you demonstrate how you will prepare the lowest income children to meet the highest standards of success – then you can compete for an Early Learning Challenge Grant that will help prepare all our children to enter kindergarten ready to learn.”
